- Imported into RHEL-6 from Fedora 18
- Dropped separate utils subpackage, because existing packages might expect
that Requires: libjpeg is enough to pull in the command-line tools;
we should only alter the subpackage breakdown in a new RHEL branch
- Dropped turbojpeg build, because it doesn't seem ready for prime time
and isn't part of our RHEL-6 requirements anyway
